Its been freezing alot for me the last couple nights. Although, it is better now after 10 pm. It has been freezing on my back up service as well. Seems to be alot worse in peak times.

Speed test won't help.

Best way is to try with a VPN. Much of the throttling is targeted to specific destinations. So one server may be throttled, and in other cases another server may not. I remember last year during the world cup, half of my servers were throttled by my ISP and the other half were not even on the radar and worked flawlessly.

While you wait for that, you can surely keep them occupied by tuning to the "GB: Boomerang" channel Not the exact same cartoon, but it's in English, and they are cartoons I used to keep them all in my Favorites when the kids were younger..
