Some ISPs are definitely actively blocking. I sell one service and I know for a fact that all my customers which are on a specific ISP, all at the same time started having issues during prime time. And it was not the service itself, because if they fire up a VPN, it all works fine. And coincidently all my customers using the other major ISP in the area, do not have these issues.
Let's not forget, at least here in Canada, many of the major ISPs are also owned by our media giants and they own the rights to a lot of the channels and other content that are being streamed. Therefore it did not take much pushing from the courts for them to gladly start trying to block what they can. Any disruption and if they can retain 1 extra customer because they customer can't tolerate a hiccup in their IPTV service or just technically has no clue how, then it is a win for them.
