Dont know if I am in the right section... My question is... does the photoblocker works on license plate to avoid getting red light tickets.

Mythbusters tested the spray and determined that it didn't work. However their methodology was a little questionable. The company that makes the photo equipment was involved in the testing. They would hardly want to have it seen as failing on TV. The angles used were not those that would typically be used with the equipment.

The safest thing would be simply not to speed or run red lights though. Then you don't need sprays or trick tag covers. :D
