Kenmore smooth top stove. Neither bake or broil elements will heat up. I checked the back connections. Seems odd but when I push the "bake" button on the front of the stove, I get voltage in both elements. Shouldn't I just get it in just the "bake" element? Same with when I press the "Broil" button, I get voltage in both elements, but neither will get hot?
What voltage do you get at each element..??

Are you checking the voltage to ground or across the elements?
To ground you will get a voltage reading (110 to 125 VAC) but the elements are 220 volt you need to go across the two input connections, you should have approximately 220 VAC, anything less (20 to 30 volts or more) and you may have a breaker that is not fully reset or a bad breaker it self, it also could be the wiring to the oven.
Why did you replace the elements?

I didn't get any voltage when I tested from one side of the element to the other for both bake & broil elements. I took the digital "clock control board" apart, even though the clock and everything on it works, and notices a black burnt area on the circuit board so I guess I need a new board. ($160 part for a Kenmore smooth top stove).

Yup that is a good indication that that board is fried.
Be safe and throw the breakers when working on any major appliance.
We don't want to hear about any accidents.
