using a hotspot

hey guys quick question about using a hotspot from your cell phone
i set up my buddy using the hotspot on his phone and a wifi repeater easy to do but he freezes alot off and on ranging from a few seconds to a minute or so at a time it has been doing it more today and i know its not the service because mine isn't freezing at all
any thoughts ?

Possible Wifi not strong enough, cutting in-out ? can you wire it from repeater ? if not then maybe a wifi extender or adapter
where you can plug a either-net cable from to box

ya its hard wired from the plug it keeps giving him scrambled channel when he checks to see if its connected its giving him can't connect to server then kicks in for a bit then does it again after a bit

In DL network settings is it set to Static or DHCP ? also can you log into modem/router and check to see if it shows up
You may have to assign it a Static IP address, and also set the Static IP in the DL-HD as well ?
