V778 file issues and feedback (9000I Local)

I have a buddy with a few challenges. Just wondering if anyone else is having the same problems.

-8282 no longer brings up the hidden menu in tools
-91 West seems to have no quality reading on horizontal polarity

F2 will bring up the server menu

what is this file supposed to address?

There was an issue with Redtube and that was resolved, and it looks like maybe it created more issues?

My neighbor hasn't noticed any issues and doesn't know what red tube is lol
