I think he just stopped in to check the air in the tires and wash the wind shield, (or use the restroom) as most stations that I know of don't sell JP-4, I'd stand WAYYYYYY back if you put gas in that thing.

Maybe the owner bought it as a lawn ornament for the kiddos to play on.
