Why the switch?
A Dish 1000 LNB does not need one, it has an internal switch, only the DC power inserter is needed to run the LNB as most FTA receivers can't directly run that LNB.
You would only need an external switch if you needed to run more then two receivers.
And I hope it's a DP44 switch and not an old SW44 switch, the DP LNB needs to run with a DP switch.

The snow could have pushed the dish down a bit, with the signal down to around 23% your connectors at the dish may be bad, or the coax may have water in it, only way to check this is to run a new coax directly to the LNB and then down to the switch, and from the switch to the receiver, or directly from the LNB to the receiver, you do need the power supply to run the LNB's, test on sat 119 TP 12457R
