Bought this item at an auction. Was in a box.
Have no idea what it is.

Not a tool , more like an appliance - those were used to shut down a candle.

I'm pretty sure this was used as an early form of birth control commonly known as a testicle crusher.............could also be used during divorce proceedings.

I've seen these before... some are brass & are silver plate but the really good ones are solid silver... BTW they aren't just for candles. They can be used to clip the wick in lanterns too
