Remove RacerTV.

Remove RacerTV from the active IKS forum. Everyone knows they are no longer running. Give that spot up to a current running server like BeaverTV.

This sounds to be a very good idea. If Racer is long gone why is it still here? Many others could take it's place. Now it is 4 cents....
